These are not subscription software. If you buy them, you own them & can use them forever. Perhaps you’re confusing them with Adobe Photoshop & Lightroom subscription.

Photoshop Elements is the ‘basic’ version of photoshop which is more than enough for most people. I use it alongside Lightroom 6 to avoid the subscription software.
Premier Elements is video editing software. At this price you are getting it for free.
