I bought Tiffen VND filters from B&H during last sale and send in the MIR form on the 11/16. I have not heard anything back form Tiffen yet. There was no way to submit or track it online. They do say it can take up to 12 weeks. So I am not claiming my MIR is lost or they cheated but just pointing out that there is no way to submit or track it online.
